Ed Stutt has attended the annual Joint Northern Contaminated Land Fora meeting, this year held in Leeds. The meeting focussed on waste and material reuse, linking legislation and guidance on waste classification with the appropriate reuse of materials. The Environment Agency has very recently published updated technical guidance on the classification and assessment of waste (WM3) and Ian Bishop of Onetouchdata gave a useful overview of the correct approach to classifying waste soils. Reuse of soils and other materials in construction is generally undertaken according to the ‘Definition of Waste Code of Practice’ (DoW CoP, published by CL:AIRE) and Lee Beveridge of the Environment Agency gave an excellent regulator’s perspective on its application, emphasising the advantages of the CoP while also highlighting the ways in which it is misused. Other areas covered during a highly informative day were laboratory testing for waste soils, managing asbestos in waste or surplus soil and potential tax liabilities for the incorrect reuse of materials in development.
