Yvonne Rees, MSc is a policy analyst with 18 years consultancy experience. Policy areas covered include: the water framework directive (WFD), better regulation, chemicals, air and water, public participation, and science and research. Her skills include policy evaluation (development and application of evaluation methodologies, including socio-economic analysis), development of strategies, legal and institutional development and communication (networking, interviewing for case-study material, design and delivery of workshops and focus groups). Yvonne has worked extensively with UK regulators and international clients.
Yvonne has provided support to the Environment Agency of England and Wales (EA) and Defra in implementing the WFD, particularly in public participation and programmes of measures, most recently reviewing the River Basin Management Process. Other recent projects include a review of the Effectiveness of Regulation for the Environment Agency, an International Assessment the use of Water Protection Zones, an Assessment of the Relationship between Compliance and Inspection, Development of Programmes of Measures Toolkit (a practical handbook and database of policy to deliver the WFD, Support in Developing a Modern Regulation Strategy for the Environment Agency, a Review of Alternative and Complementary Measures to Implement the WFD (a practical guide to using alternative and complementary measures), Guidance for Developing Pollution Reduction Programmes, a programme to develop the Environment Agency’s Chemicals Strategy, a project on Co-Operative Agreements in Agriculture (identifying good practices from Europe), and an Analysis of the Implementation of the Dangerous Substances Directive and IPPC in Member States (including use of negotiated agreements).
